Government will doubtless, in conformity with their obligations,

summon a fresh Conference at the Hague to examine the possi-

bility of ratification.

Sir E. Grey is of opinion however, that in the meantime

the communication from the Netherland Government forwarding

the completed list might be awaited, and he will not fail to

inform Ir. Secretary Harcourt as soon as it is received.
